Congressman G. K. Butterfield is a life-long resident of eastern North Carolina. Raised in Wilson, Congressman Butterfield spent his formative years attending Charles H. Darden High School and worked tirelessly in the Civil Rights Movement as a young adult. His parents were Dr. & Mrs. G. K. Butterfield, Sr. His father practiced dentistry for 50 years and served as one of North Carolina’s first black elected officials since Reconstruction. His mother was a classroom teacher for 48 years.

Congressman Butterfield graduated from college and law school at North Carolina Central University in Durham, North Carolina. After earning his law degree, Congressman Butterfield founded a law practice in Wilson and served the community in that capacity for 13 years. He is best known for his successful litigation of voting rights cases that resulted in the election of African-American elected officials throughout eastern North Carolina.

In 1988, Congressman Butterfield was elected as Resident Superior Court judge. In this role, he presided over civil and criminal court in 46 counties of North Carolina. For two years, he served on the North Carolina Supreme Court by appointment of the governor. Butterfield retired from the judiciary after 15 years of service and successfully ran for Congress. He was elected to serve the First District of North Carolina in the U.S. House of Representatives in a special election on July 20, 2004, where he continues to serve today.

In Congress, Butterfield is a champion of affordable health care, education, investments in rural communities, veterans, renewable energies, and federal programs that support low-income and middle-class Americans.

Butterfield serves in the Democratic leadership as Senior Chief Deputy Whip and is a past Chair of the Congressional Black Caucus (114th Congress). He sits on the influential Committee on Energy & Commerce where he serves as the Vice Chair of the Subcommittee on Health. In addition, he serves as a member of the Subcommittees of Communications and Technology and Energy. Since the 116th Congress, Congressman Butterfield sits on the Committee on House Administration, and as of the 117th Congress, he was appointed to serve as Chair of the Subcommittee on Elections.

    Official Position: PRO Choice. Women should be able to make their own health care decision, including to have an abortion, in consultation with their doctor without any governmental interference, as provided in the Roe v. Wade decision. I oppose efforts to undermine reproductive rights and have cosponsored legislation to permanently repeal the Hyde and Helms Amendments.

  3. He properly represents my views on Balancing the Budget

    Official Position: In order to balance the budget, I support an income tax increase on any tax bracket. I also support expanding federal funding to support entitlement programs such as Social Security and Medicare. There is no more fundamental statement of our nation's priorities and values than the federal budget. As North Carolina's only representative on the House Appropriations Committee, I have fought throughout my career for budgets that invest in the American people, protect the most vulnerable among us, and set us on a path toward fiscal responsibility. I remain a strong supporter of protecting Social Security and Medicare, which have strengthened the middle class and helped provide security to millions of Americans.

    Official Position: I generally support gun-control legislation. We have a gun violence epidemic in the United States that continues to bring preventable tragedy and immeasurable grief to communities across our country every day. As Vice Chair of the Gun Violence Prevention Task Force, I helped champion a provision in a recent appropriations bill to fund research for gun violence prevention for the first time in two decades. I also favor background checks, the banning of assault weapons, and "red flag" laws to remove weapons from those who demonstrate a threat to themselves or others.

  5. He properly represents my views on Military & Defense Spending

    Official Position: NO. I believe certain areas of the federal budget could be adjusted to produce considerable cost savings that could be reinvested in other priorities. Our Department of Defense is still largely designed to confront Cold War threats, and we should begin building a leaner, smarter, and stronger military without cutting support for active duty troops, military veterans, and their families. The strength of our military should be judged by our capacity to meet our national security challenges and not by an arbitrary or predetermined number of troops, aircraft, or ships.

    Official Position: I support federal spending as a means of promoting economic growth. I support lowering corporate taxes as a means of promoting economic growth. I support providing financial relief to businesses AND/OR corporations negatively impacted by the state of national emergency. Economists across the political spectrum agree that in times of crisis, emergency federal spending that assists working families and vulnerable individuals can stabilize the economy in the short-term and promote growth. I also support direct aid and loans to businesses negatively impacted by the pandemic, but the focus should be on helping our small businesses first. While corporate taxes can influence business and investment decisions, recent examples (such as the 2017 GOP Tax Cut Bill) show that large companies usually prioritize rewarding shareholders or buying back their own stock rather than raising wages or hiring new workers.

    Official Position: While most education decisions occur on the state and local level, I believe that the federal government should provide additional support on a targeted basis -- for example low income districts, early childhood programs, improvements in teaching -- with standards and criteria as appropriate.

  8. He properly represents my views on Healthcare

    Official Position: No American should have to choose between putting food on the table and affording basic medical coverage. I believe we must work toward providing universal health care coverage. The ACA was a major step forward in this goal, but millions of Americans remain without health insurance due to Republican interference and intransigence. North Carolina must immediately expand Medicaid to provide health care to thousands of families stuck in the middle of a bitter Republican effort to block this coverage. I strongly support the paid medical leave provisions in the Families First Act, and would like to see them expanded.

    Official Position: I support the DREAM and Promise Act, welcoming a generous number of refugees to our country, and creating a pathway to citizenship for those already residing in the United States. I'm using my role and voice in Congress to speak out and fight back against the President's reckless immigration policies like family separation, atrocious conditions at detention centers, and indiscriminate ICE raids in our communities.

    Official Position: Generally, I believe the United States should seek a coordinated, comprehensive international response with our allies to prevent countries from obtaining weapons of mass destruction. I strongly supported the Iran Nuclear Agreement. The President must consult with Congress and seek an authorization for the use of force before taking military action absent an imminent threat to the American public.
